You can apply for your home state NIT there you may get a seat. Because there you will get home state quota and I think you can get.

Admisssion depend on other criteria also, like your state as cutoff varies according to Home state and other state quota.
According to previous year cut off for NIT Trichy,
for Chemical engineering closing rank for home state quota was 17930 and for other state, closing rank was 11579.
