Yes you can appear for the Neet exam if you will have the study the biology chemistry and physics these are the major course subjects that are required for appear in the Neet exam so if you study Biology separately you will appear in the exam.
Hey dear no need to appear for improvement exams in all subjects only 2 would be good enough as criteria is 75% for top NITs and IITs respectively !

If you want to get your degree then you have to clear your all papers.
Without clearing the papers you will not get the degree of final year also you will stuck on the college.
There are some apps such as Chemistry Pro, Rankerer, M Learning, Quizrr. There are some good youtube channels as well which make easy-to-understand videos such as Khan Academy, Simplified Biology, Helios Educore, Pradeep Kshetrapal.
I would not advocate solely using apps or videos for NEET prep, these are merely supplements
