Yes DU offers Msc in Chemistry and is very renounced for its courses. It also offers postgraduate courses and you might get great internship opportunities while you're here. Your practical knowledge would increase manifold.

For B.sc courses, Delhi university is the best option available and FYI, DU consider best of four percentage including one language subject. As your percentage is quite low, i would suggest you to go through the admission process of various universities that takes entrance test for admission i.e., BHU, Punjab

As you have failed in Chemistry exam, you have to opt compartment. Improvement is filled when you score less but have passed the exam i.e., to improve your marks.
