See for NEET there are no age limit till now. So yeah! he/she can sit for the examination, but your colleague isn't eligible for the examination of NEET because he/she didn't have Biology as a subject in 10+2. Now if your colleague want's then he/she can apply for open schools

You cannot completely skip the subject but you can choose the course having less priority for chemistry. IF you choose to do btech after inter choose computer science , Information Technology , Textile Engineering ,Industrial Engineering , Biotechnology as they have chemistry in less compared to Mechanical ,

as far as the 12th class NCERT book is concerned it is sufficient to have NCERT. but thorough go through is required, not only back exercise is sufficient but between in text are also important. NCERT is self sufficient
