As per the information given on the official site of GATE, all final year students of BSc are eligible to apply for the GATE exam. While filling out the form, you can select 'Results Awaited' in the results section.

JEE Mains rank is based on percentile not marks. Percentile depends on various factors like Paper difficulty, No. Of students appearing in particular slot, How students performed in that slot, etc. The most obvious reason could be that your exam slot paper was easy when compared with other student
