It seems that your question is incomplete because you have not mentioned about the college name so it is little bit difficult to guide you accurately.

Different colleges have different eligibility criteria for admission in B.Sc Maths so unless you specify the college we cannot guide you accurately.

Out of 100, 35 is the passing mark. Internal mark will be evaluated and added to the total for the papers. There is a formula for evaluation which considered marks from attendance, internal, quiz tests, assignments and semester. Semester and rest others hold equal weight-age to get final score.

With 35 marks in chemistry have you passed in both theory and practical examination of chemistry?

If you have passed then yes you are eligible for neet examination and you will not face any problem during neet counselling as  with 60% aggregate in PCB  you fulfill the eligibility criteria
