As per your requirement, i would say that the weitage of diiferent partz of chsmistry in jee is equal amount. The total marks is divided by 3 and the questions are distributed in equal pattern though tge weitage of organic chemistry remains a little more sometimes. Check the previous

We have, 2a+ b--->c
Rate=(-1/2)(d[a]/dt) = (-d[b]/dt)
So, (d[b]/dt)= (1/2)×0.04 = 0.02M/s
If V is doubled, c is halved, so:-
Rate= (1/4)×(d[a]/dt)= (1/2)(d[b]/dt)= 0.02/2 = 0.01M/s
So, the required rate of reaction is 0.01M/s.
