The chances of you getting a seat in a Government College are very slim. But don't loose hope many colleges accept merit based admissions so you can pursue bachelors in Chemistry from there.

ABC is a good book not that important ,that you should focus on this book only.Firstly you need to study NCERT chemistry thoroughly.Then you may focus to other books like OP Tandon,MS Chauhan and for organic morrision and Boyd ,JD Lee for inorganic chemistry. i Hope it helped.

As you have take CSE in 11th and 12th so you must have good knowledge of programming. You can take CSE branch. Well as you mentioned you are not  good in coding. But in  CSE branch you must have good maths and you have good maths as you mentioned. As
