Since you didn't mention your category so considering you as general category it will be very difficult for you to get into government colleges in the first round if your rank is for CGPET qualified list. But you may get seat in following colleges.

The registration date for JOSAA counseling is over now. Two rounds of seat allotment have already been now, you can't participate in JOSAA counseling as of now. However, you can participate in spot round of counseling which will be held once all the 7 rounds of seat allotment

Yes, you can fill second round options it is depends on your counselling process. If they are offering you for second round without a first round so it will good news for you, but 90% counseling systems are not approved this process.
