The exact dates and schedule hasn't been out yet. But the tentative dates for registration of CGPET 2019 Qualified Candidates may fall within the Second week of June to the Fourth week of June 2019. And for the JEE Main 2019 Qualified Candidates too the dates might be the same.

On the basis of your rank obtained in JEE Examination you can't get admission in government college this is beacuse you have scored 82 percentile which implies very very high rank. For getting admission in government college one needs to have rank lesser than 50000.

Congratulations on your result. As per last year cutoff ranks, unfortunately you cannot get Mechanical at any of the Government Colleges through CGPET. Though you can try for other branches and colleges through CGPET.

Yes, as per previous year cutoff, with a rank of 10320 you can get Rungta Engineering College; Rungta Engineering College, Bhilai; Kirodimal Institute of Technology, Raigarh; Institute of Technology, Korba; Vishwavidyalaya Engineering College, Lakhanpur, Ambikapur; Central Institute of Plastics and Engineering & Technology, Raipur; Krishna Engineering College, Bhilai and few more.

Yes,  you can get admission in college in chhattisgarh.  There are some colleges you can try for admission. 

1. Government engineering college,  bilaspur (cse) 

2. Government engineering college,  bastar ( EE, IT) 

3. Government engineering college,  raipur ( civil) 

4. Institute of Technology, korba (almost all stream) 

5. Kirodimal Institute of Technology,  raigarh (all stream)
