Based upon the previous year cutoff ranks for CSE in BIT ,Durg  ,  you do have any chances to get a  seat there , as last year the cutoffs for OBC candidates  was maximum 474 till the last round of counselling .  And your category  rank is less

UG programmes: Applicants must have passed Class12 or equivalent qualifying examination with a minimum of 50% (5% relaxation for SC/ST) marks,depending on the course.

As per last year cutoff ranks at GEC Raipur, the closing rank in OBC Category for B.Tech in Civil Engineering was exactly 1000. So with a rank of 3090, you have very low chance to get Civil Engineering at GEC Raipur.

Through CG PET rank, you can only get admission in the State Engineering colleges.

But, NIT is a centrally funded National level institute which gives admission only through JoSSA counseling.

For admission in any NIT, you need to clear JEE Mains and your JEE Mains rank will decide
