Yes, you can pursue your degree in BA Hindi hons at JBJ College, Bhubaneshwar. Doing a Bachelor's in Arts/ Humanities does not require for you to have Arts in your 12th class, you can do so even with a science stream or commerce stream. If CHSE is a recognized Board from UGC, then you are eligible to do a BA in any medium.

The best way to compare two Boards of Examinations is to see if it is UGC-recognised because that puts all the boards on the same pedestal. After researching on the Internet, it is safe to conclude that BOSSE, Sikkim is UGC-recognised and all its certificates are valid all over India. The National Institute of Open Schooling (NIOS), Govt. of India has itself recognized BOSSE was a valid and authentic Board of Examination.
So, because BOSSE, Sikkim is UGC-recognized, it is surely equivalent to CHSE Board of Odissa.
