You should have a B. Tech or equivalent in Civil Engineering in First Class with an aggregate minimum of 65% marks or CGPA of 6.84/10 to apply for ISRO CE 2021 Exam.
No, you don't need to study Aerospace engineering as the role of Civil engineers in ISRO would be different as aerospace engineers. Yes . Civil engineer can apply for scientist post in ISRO in the field of remote sensing applications.

With your government civil engineer licence you can appear for UPSC examination. But you cannot appear for any other stream of engineering examination with the licence of civil engineers obtained from the government. That you are interested to appear in UPSC exam in CSE that is computer science engineering. But this is not possible anyway. To appear for UPSC exam what stream of subjects that is civil engineering you have passed and got the licence from the government.
