If you go to your nearest College, I would get in touch with an Instructor who is teaching any and ALL Const. classes. Codes which change every two years might be ONE of your MANY courses in which to attend.

2.Other state level exams for civil engineers.Each and every state has recruitment for engineers mostly electrical and civil.You should find out about your state recruitment.

3.Work on your skill development by doing some course and do internships after the course .This will help you to develop skill and get work experience based on which you can apply to some good company.

4.Try Amcat /Elitmus/Cocubes exams.this might help you to find in which company you should go  based on you score in this exams.You can google it and visit their website.

5.Try to find opportunities suitable for you on LinkedIn,Naukri.com,Indeed.com,Monstor jobs and many more.

you will have to come out of your comfort zone.No body will find best suitable opportunities for you .You yourself have to do all research to find opportunities.

Admission to IIT and NIT are offered only on the basis of JEE main and JEE advanced therefore for all the branches including civil engineering you need to qualify JEE advanced or JEE  main to get admission into respective colleges therefore don't think that civil engineering admission are offered without JEE main.
