If you are an arts students I don't think you can graduate in civil engineering. As engineering requires science which attending 10+2 studies. But if you are interested in construction industry you can try to work under a contractor which might help you to start your own construction business.

JEE is the National level exam for Engineering programme, There are other state level & university level engineering entrance exam, You can apply to get admission for Civil Engineering.

Basically,if you are from science background(PCM),then,you can choose civil branch for getting admission in any engineering college.And,according to your score and rank the college will select you for further process.

The main focussed topics are geometry,calculus,algebra, probability, statistics,mechanics,fluid dynamics,etc.
