I think you can't give CSIR NET exam as you are from Ciivl Engineering (as mentioned).
Only CSE and it's subordinates aren allowed to give CSIR NET. The rule changed in 2015 i think.
You can give GATE exam which is more than equivalent to CSIR NET.
Going by the previous data, 373 is a tad less score for any seat in NIT. You may have to reappear for the exam. Now this is 2019 data and cut offs change every year. For more options in PSUs, Specialisations and other colleges, you can use our GATE college

Yes, it is possible to do M.Arch. in India. But, there are only few colleges who provide this option and also you will get only two or three streams under M.Arch which are related to civil engineering like urban planning and development. But in abroad as they provide interdisciplinary courses
