According to previous years record, choosing any subject will get you in ITT Bombay, while for IIT Kanpur Structural Engineering and Geo-informatics will be a good choice, while for IIT Hyderabad you may get Geo- Technical as a subject. You may also get into IIT Gandhinagar.

see cutoff score changes year to year and it depends on various factors like number of participants, seat matrix , the cut off score, questions difficulty level etc.

Your Diploma in Civil Engineering is yet to complete and only after its completion you can apply for the UPSEE lateral entry examination. Also, you need to score at least 45% marks in aggregate for general category or 40% marks for SC/ST category in your diploma engineering course.

Considering previous years cut off you may have chances in IIT, Bombay.The specializations in which you may get are water resource engineering, ocean engineering.You may also get seat in the following NITs

  • NIT, Calicut,
  • NIT, Hamirpur
  • MNIT, Jaipur

I Would recommend you to go with the second option.Going with core branches is anyway fruitfull regardless of the position of NITs, that's because all NITs are nearly equal when it comes to M.Tech.
Civil engineering is very job oriented field and you will easily get a good job
