Seeing your score and previous year cuttoff of government engineering college,you seems not elligible for goverment engineering college for civil engineering.Your score since too low.You need rank under 80k.All you can do,take drop one year.Or look for state engineering college..

AP EAMCET is a State level common Entrance test to get admission in Engineering colleges in Andhra Pradesh. If you didn't write the AP EAMCET or didn't qualify you can still get admission in Engineering Colleges through Management quota. You have to pay excess fee than the normal fee.

You may take admission in JMI with Civil Engineering and wait for your desired branch but my advice will be to attend some other college that is offering you your desired branch already. In the second , you will get to study your preferable branch no matter what,
