With this rank(1500- OC) sure you can get govt., semi govt. or private institution in West Bengal. some colleges are:1.Jadavpur University
2.Maulana Abul Kalam Azad Universty

As per the last 2 years data, the cutoff for TFWS seat for Civil branch at good colleges is above 86%.
There are colleges who have cutoffs in your range of percentage -
Dilkap college, Neral, Karjat
Vikhe Patil college, Ahmednagar (Has cutoff slightly above 85%)
