Hi Aspirant,
Yes.
After completing your diploma,you become eligible to appear for the examinations of the degree course as well.In the college in which you get into,you'll start directly from the 2nd year.Hence,your b.tech shall only comprise of 3 years.

Class 10th percentage does not matter for civil engineering because the admission will be based on the entrance exam in which you will appear and class 12th marks but not class 10th marks therefore try to perform well in the entrance exam and grab a seat in the good college.
