You need a minimum of 25000-30000 rank to get any course in NIT Patna if belonging to Home state quota with Civil available for upto 30K rank. 

In other state Quota, you need atleast 27K rank. Civil is available at 27K rank.

You won't get any IIT with this ranking but you have a chance since from this year, special reservation has been made for GIRL Candidates.

Of course you are eligible for IP university and the colleges you can get are:

1.Delhi Institute of Rural Development, Holambi Khurd, Delhi

2.Sri Krishna College of Education, Baghpat

If you are not able to get these then you should try in eveving colleges of IP university.
