Yes, you can but there is no point of doing B.Arch if you are already a civil engineering student and according to my opinion, better to complete your B.Tech in Civil first and after that give Gate exam as this will give you entry in higher studies (M.E/M.Tech) and you

In order to get admission in DTU Civil engineering you have to appear for JEE Main exam. Counselling will be help seperately through JAC Delhi.

It is advisable to work hard to get rank below 30k so that you can get admission in decent NITs. Also, with 1-1.5L you can only try for private colleges, list is below provided -

Management should be your preference as Law is correlated with Legal aspects and shall not be fruitful accordingly. Management plus Engineering is deadly combination and is most recommended, as Recruiter will prefer candidates with both skillsets for effective management. Salary depends on job profile and company. It also depends on your skills & capability. Most of the private sector companies Offer packages ranging from 5-7 lakh PA. But if you get PSUs through exam then you can expect a starting package of 10 lpa plus other perks.
