According to the category and rank you have mentioned in the question you cannot get any of the good NITs or IIITs with such branches even in CSAB counselling as per previous year's cut-offs but yes you can get some average NITs or IIITs such as NIT Hamirpur,

you can't get free seat as per reservation , if a student belongs to bc-d category then she get only 35k from the government every year as scholarship and rest you need to pay and here are few good colleges for you
