Your category rank is a little higher for top colleges in top universities. The intake for M.Tech is very less and most of the seats are filled through GATE. Your branch is civil engineering which is a core branch and hence the cutoffs are little lower ranks mostly

I understand your nervoursness. With 5952 marks, it is a bit difficult to get desired college. However, as per the 2019 round 1 seat allotment of PMSSS for J&K students, you do have chances of getting in the following colleges in following states:

Ive got civil engineering in which is my 10th choice in the first seat allotment in ojee counselling.. I want a better branch.. So should I opt for floating? If I do so then if after all rounds I dont get any better branch then will the seat for civil engineering will be cancelled?

I believe you can only float if you pay the seat acceptance fee for CIVIL and wait for a higher branch or insititute in subsequent rounds. In case you dont get any higher preference, you will always have your seat confirmed in CIVIL. And if you get you higher options,
