Your rank should be around 20000 .But you should always remember that April attempt might see more number of registrations. So you work harder to get more percentile.

But coming to your question , the last year cut off was 22000 . So you have somewhat good chance.

yes, You may do graduation in sociology !! As per rule you are allowed to do one diploma course and one  graduation cours  of 2 different universities simultaneously. But you can not pursue two graduation course , even though if it is of two different universities.

A civil engineering student cannot apply for ISRO as an astronaut. If you want to be an astronaut at ISRO, you must have taken aeronautical engineering branch in graduation. Civil and aeronautical are completely different streams.
