Your eligibility depends on how you will perform in CAT examination.If you want to go to IIMs then you will have to score more then 99 percentile.Though your marks in 10th in good but your 12th marks is average though you will also have to be graduated to appear

The eligibility criteria for appearing in NEET UG exam is to score at least 50% marks in higher secondary exams with science stream for UR , 40%for OBC/SC/ST, and the minimum age should be 17, with the upper age barrier being removed .

This matter entirely depends on school, they may give you another Transfer certificate because the rules of these schools aren't that much sticky, so they can definitely give you a new Transfer certificate.
