No institute offers free education abroad. Public university charge less fee than private ones.
You can study at zero tution fee if you go through a scholarship or student exchange program.

1)The student must have passed in all the subjects like Physics,Biology,Chemistry and English.

School number and admit card details, both are required in order to find out your class 10th board results. This time they had certain codes too as a credential in order to view the results. So, this doesn't seem easy.
