Now as you have completed 10th & 12th from Maharashtra state, to claim Maharashtra state candidature, you should have domicile of Maharashtra state and/or born in Maharashtra

Both mark sheet and certificate are the same if you study in the CBSE and State board schools. Mark sheet will show you the total marks you obtained in your board examinations whereas certificate will state that, you have passed in the respective board examination.
