You surely can get admission in any private or central college if pharmacy as most of the pharmacy college requires minimum 50% aggregate in HSC , if not they charge you extra fees to get you in their college, which will be under your budget as you mentioned

you have joined any course. The prerequisite
of giving the improvement exam is that the
concerned person must not be enrolled in
any course while applying for or giving the
exam

So, you can either join a course or you can

Sorry but according to the CBSE guidelines, students can appear for improvement exams the same year or for the previous year. Like for example if your 10th has completed this year i.e 2019 or last year i.e 2018, you can give improvement exam in both the cases. But

Following the previous trends and keeping in mind of the change of pattern of question paper...it can be predicted that for 

  • General category-335-350 can be the top 20 percentile cutoff.
  • OBC -330-345 can be the cutoff
  • SC-Around 320
  • ST- 312-317

This can be the expected top 20 percentile.

HR College is affiliated to the University of Mumbai. They do have merit lists starting off with high percentages like 95+, but still, with 81%, it is quite possible to enter the college, provided you select the right course and face the interview confidently.

Your score is not too much and your low hsc score of 63% is decreasing your average nata score.

So I don't think you will get government college for architecture. But if you want to pursue your dream than u can go for a private college through cap

Is Information technology for Maharashtra HSC is considered as vocational subject?

Information Technology for Maharastra HSC is considered as a vocational subject for the subsequent exams,ie. Grade 12 Boards. But, if you want to pursue your graduation in this stream, IT paper can also be counted for a Science degree in IT and/or Computer Science as a main paper.

I am sorry to say, but you won't be elligible to appear for NEET because of your aggregate in PCB being too low.
The minimum percentage required by the SC Category students to be elligible for NEET is 40% which you missed by some marks.
