There is no such rule that one needs to study in one board or two or multiple boards in order to give NEET. All that is needed is qualifying 12th exam from a registered board of exams and having 50% minimum in PCB to be eligible.

Yes BBOSE certificate will valid for passport. you are also eligible to appear in Central and State government jobs. 

Candidate passed 12th from a recognised board are eligible to appear in  entrance examination. Bihar Board of Open Schooling Examination is a recognised board.
