Here are the Admission procedure of BCA and BSc in VIT Along with the eligibility criteria. 

BCA admissions in VIT is offered strictly on merit basis followed by counselling. This is same for admission on a BSc seat, it is also done on merit basis followed by counselling.

The home state  completely depends on the state from which you have passed your Higher secondary school examination (class 12).So in your case your home state will be telangana as you are studying intermediate in this state.
