The state selected for 15% All India Quota has no bearing on the student’s admission process since admissions to 15% All India Quota seats doesn’t have any domicile requirements.
You should select the state where your permanent address is located or where you fulfill the 85% eligibility criteria
Percentage means how much marks is for out of 100 percentage in 10th and 12th are calculated by summing up all this marks in all the subjects divided by total marks and then multiplied by hundred if this is not your query then please explain few more details in the

45 is not enough.
If you can give improvement exam its Much better.
The compation is really great .. you need to get atleast 80+
