as you have one year gap between 10 and 10+2 it will not be a problem. as per the neet eligibility rules candidates need to qualify 10+2 to become eligible for neet exam. unreserved candidate should not be more than 25 years to become eligible for neet exam.

Studying in IIT won’t help you in cracking UPSC. Being an IITian myself, the things students mainly focus upon here is coding and technology related activities. There are always exceptions. However, it is also an accepted fact that IITians qualify and secure good ranks in UPSC as well.

Since your sister can fulfill the age requirement she will be eligible.
