The cut offs are mainly for entrance exams and admission in institutes for higher studies, so which institute's cut off do you want to know about?
Yes uou are eligible for state quota mbbs seats as you have Domicile and passed 11th and 12th from UP State itslef.
Students must have Domicile compulsory to prove tgeir residence of living is within sttae to be come eligible.

Assuming asking for Delhi University, DU 11th cutoff is not announced yet & the chance are less to release. As per the official for the last round cutoff the student can apply if they didn't get the seat alloted previously.
