No dear PUC marks are not considered in the NEET exam but it should fulfil the eligibility criteria. Puc marks only help you to appear in the exam. The minimum requirement of PUC marks is 50% in PCB.

Considering you are a general category candidate based on your percentile you will have a rank of about 17000 to 19000. And the cutoff rank for top NITs is below 2000 rank so you do not have that much good chances.
