Taking admission is an important process so according to your question you cannot get admission in government colleges withought the entrance examinations.  But some of the private institutes in India you can get direct admission in colleges with management quota. 

As we  know that Delhi University is one of the most    reputed University so getting admission there is quite challenging.Last year around 89% was the cut off for general category so  it is not possible  to get admission with 67.4%.

             You can apply for the next jee exam so there is no problem. But the problem is you should first write jee mains and after qualifying in mains only you can write advanced. If you write mains you can write advance else you can apply for next year
