Hello,
Nowadays admission into engineering colleges is done through engineering entrance exams like JEE MAINS,JEE ADVANCED,COMEDK,VITEEE,BITSAT,SRMJEEE,etc.
You can get direct admission in Amity University if your class 12th board aggregate percentage is above 80.

To be considered as local ,or to take the benefits of state quota you should have the "Local Residential Certificate" of that State.
It has nothing to do with the place from where you have passed your 12th.

No, its not compulsory. You can repeat class 12 if you failed but your one year will be wasted. You may write the compartmental exam.
Other option to continue schooling you could choose NIOS (National Institute of Open Schooling).
