To get the best college you should give one more attempt in JEE mains exam in april 2019. The result will be declared after both the exams this time. Best out of both the exams will be considered as the final result. So give it one more shot to get

No it is not a compulsion to have cs in class 12 for doing b.tech in cs branch.
You can opt for any branch based on your marks in the exam.
It only helps you to understand the concepts more easily if you have same subject as 12
