As per the norms of NTA, Biology should be your core subject and not an additional subject to apply for NEET.
So it would be hard for you to apply for it. I would still suggest you to write a mail to authorities and query regarding the same.
Yes. You can appear for Neet exams as it only requires 12th marksheet to fill the application form.
You can upload your 12th marksheet along with all the required documents and then you're done.

In order to take admission you should be passed class 10+2 minimum 50% PCB aggregate score as a General category & 40% as a reserved category, After 10th you can not get direct admission in class 12th. Appearing class 12th student also can apply. You can check the further eligibility
In order to get admission for the state quota seats in Delhi Medical colleges you should have passed 10+2 from Delhi. So If you have completed your class 11th & 12th from Delhi then you are eligible to apply for 85% state quota seats in Delhi.

Apply for BHU entrance exam whose forms will be out by February mostly.The cost of form is 600 for general .
After that take a bhu entrance exam book of a good publication like arihant
