TNEA does not conduct any entrance examination. Admissions are done on the basis of normalized marks of 10+2 (qualifying exam). Since you belong to another state, you can apply for admission through TNEA if you meet the nativity clauses, To know the detailed nativity clauses, read TNEA 2019

If you are from Chattisgarh, you get the domicile of Chattisgarh. Domicile policy of different states is different and can be looked up on the official government website. So you may look up if yoh fulfill the government criteria of getting UP domicile.

Yes you can apply for neet even after a 2 year gap according to the eligibility criteria you just wanted to have 10+2 with 50% marks in all the three subjects and your age should be not more than 25 years till 2019 .
