Percentile represents your rank. The formula to calculate jee main 2019 rank is 100-NTA percentile * total candidates/100.

It would have been better if you had mentioned your category and home state in the question.

with a rank 7280 for general category non delhi region, the admission is very difficult in top colleges like surajmal, argrasen, vips, jims. however you may get the average colleges like IITM, Ideal etc.

Since required percentage are 65 hence you are eligible for JEE mains.
For general category minimum percentage are  75 for eligibility.
Since under reserved category candidate must have 65 percentage in there boards.and also have passed the 12th.
