Yes, subject  cutoff will be between in 8 -15 as predicted for general students as near to all previous years cutoffs .there not much difference in subject cutoff of every year.

You are eligible for NEET.As per the latest guidelines the eligibility criteria for reserved candidates is that a aggregate of 40% in physics, chemistry and biology(PCB).
Also the system of number of attempta has been removed and the candidates can appear for the entrance examination as many times

The University of Delhi is known for its sky-rocketing cut-offs, with percentage above 95% in campus colleges and above 90 percent usually in all the colleges.
It is very tough for you to get admission in DU with 70 percent.
