i am fail in 2 subjects in (12th science b grupe ) can i give exame for 2 subjects

You have to pass each and every subject according to you board. You have not mentioned whether you are from state board or national board like cbse, isc.

For state board some have provision that student have to qualify any 5 subjects but some are restricted with passing each subject.

I passed 12 in 2018 and gave jee main in 2018 and 2019 but did not qualify,Am I eligible to give jee mains and advanced in 2020 (born2001)??

You can appear for JEE Mains but you cannot appear for JEE Advance next year thats ehat the eligibility  norms of both say.
JEE Advance gives you only two years , one in which you passed 12th and the next year , after that you cant appear for JEE

No character certificate is not required during counselling. But yes,character certificate is required by every Institute wherever you go after your 12th board.
