As of now it is difficult to tell. The education institutions were closed because of surge in the COVID cases and online mode of education began. Now that situation is slowly coming under control there are chances that the education institutions might open again which includes coaching institutes. There is no information from the Rajasthan education minister yet. It is in the hands of Rajasthan government on when and how the education institutions shall open. The decision will be taken keep students lives in mind. You can contact the coaching institute you want to join for the latest information.
To become IAS officer you have to qualify UPSC civil service exam also known as IAS exam or civil services exam. Every yr it is conducted by union public service commission . And you know the role is to serve central and state governments.
Exam in three phrases:

The classes will be different to a large extent. If you study for Main+Advanced then the focus will be more on difficult problem solving and how you can increase your problem solving skills. There are no such big names for CSIR NET MATHEMATICAL SCIENCE offline. But if you think of Eduncle, Dipsacademy, Unacademy are said to be the famous one and most preferred one as per online.
