There's no such quota that accepts this for the admission process. You need to appear for any entrance exams of engineering like JEE, BITSAT, CET, and various others.

Colleges accept the scores of the entrance exams only. Various colleges have their criteria.

As stated by you, your PCM marks are 98, 95, 96 and the maximum marks is 100, so for calculating your aggregate percentage of PCM, you need to add all the marks i.e. 98+95+96
