Hope you are doing great. Malla Reddy is a better option in terms of placement, i.e. MRCET, the second campus should be the top choice because MNCs like Deloitte, Cap Gemini, IBM, etc. hire primarily from this campus. Both universities are excellent enough. MLID, however, is rated slightly higher than Malla reddy Engineering College and Malla reddy College of Engineering and Technology, making a slight comparison.

Registration of class 12 is needed by many colleges. But if you have the admit card then you can use that as alternative. It is required as birth date proof. So it is better to inform college if you donot have registration certificate.
If it is lost, you can go to the nearest police station and make a GD. That can be used during admission.

The Seat matrix of the government institutions
The difficulty level of the exam
Although it is just a prediction however based on the past few years cut off trends it is evident that with 16732 SC category rank, the chances of admission into any government institute is moderate to low. This is due to the fact of restricted seats in the Institutions and increasing competition, but you can easily get private institutions.

Candidates will have three option available after the seat allotment. These Are as follows:
Freeze - When the candidate is satisfied with the allotted seat and does not wish to participate in the further rounds of counselling.
Float - When the candidate is satisfied with the seat but would like to be considered for other institutes during the future rounds of seat allocation.
Slide - When the candidate has accepted the seat allotted but is also open for admission into a higher preferred course in the same institute.
You should go for slide option if you want different branch in same institutes.
If you're happy with alloted seat and want higher preferable seat in other institutes then you should opt for Float option.

No, if you have not applied for admission to any college you will unable to get admission in open counselling. For admission through the open admission process at least you need to register or apply for admission to that [particular college. If you are not applied or registered to that college will not be able to take a seat in any round of counselling or in open counselling.

I would like to tell you that your rank is too high for getting a government college so let me tell you that it's not possible to get a government college because the cut offs are way higher for even obc category candidates.
However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs.
