Your KEAM marks are less according to the eligibility criteria for the KEAM rank. As you say that you have 163 marks in KEAM and 96% in +2. There are less chances to get into government colleges in KERALA. It is very low marks to secure a good rank.

It is not possible to get admission in MBBS without NEET in India. NEET UG exam is mandatory for admission in MBBS. For getting admission you need to qualify the exam. Assuming you as general candidate you need to score minimum 50 percentile, around 140-150 marks, to qualify
