Yes, you will be eligible to get any branch if you cleared the cutoff. If you want to pursue engineering with computer science branch then It is not compulsory to have computer subject in your class 12th, if you had Hindi subject then still you are eligible to get CSE in any of the colleges by clearing the entrance exam with a good percentile and rank.

As your rank in VIT is not that good i would say not to opt for it. However you can get cse specialisations in category 3 and there is a good chance to change your branch in 2nd year.
I would suggest you to go for comedk colleges as you have a good rank there and can take up cse branch there even if you don't get in the top 5 colleges because the cost in course four years of B.tech is less in the Bangalore colleges rather than VIT Vellore and SRM University.
See there are lateral entry examination through which you can take admission to BTech different course after Diploma. So technically, yeah! its possible for you to take admission in the course of CSE(AI & ML). Now there are not much colleges in India which offers the course CSE (AI & ML ) lateral entry course, so in general you have to take admission to the course BTech CSE lateral entry as most of the colleges offers this course in BTech.

Dear aspirant, I would suggest you to move to countries like Canada if you're interested in diploma courses. It would have some good results there, but for masters you should consider some top colleges accepting GMAT in any countries,
Go for diploma if you are not willing to invest some time.

Hey aspirant
No that's not how it goes. If ypu score good marks and top rank you will get merit seat in private colleges. Merit sear in private colleges are going to have fee reduction. No use in writing neet again and scoring top rank. If you join once in medical college via neet counselling you need to continue that. No matter you write neet next year or you scored well, you need to pay same money. You can't have reduction from second year onwards. Hope its clear now.
