Hope you are doing great as per the question asked by you, With your rank you have some chances in NE government colleges otherwise you will not get seat in other states. I am not sure about ANDHRA GOVT COLLEGE but you can try for Nagaland University, SASARD .

Congratulations for wonderful marks in MHTCET entrance examination. However, predicting MHTCET percentile on this basis is very difficult as it depends on various factors such as shift and subjectwise difficulty, number of students appearing for the shift, etc. Even then, I estimate that your percentile would be around 90-95 percentile. You will so mostly get admission in colleges on the basis of MHTCET score rather than the JEE score. As you are form the category OBC, even due to some low percentile, you still have quite a bit chances to get admission in the top government colleges. However, its a bit unlikely to get CSE branch in these government colleges. You may have to compromise your branch. But I am quite certain that you can get one of the top 8 government colleges with some branch compromisation.

Unfortunately dear you have no chances in any of the good colleges on such OBC rank because according to previous year's cut-offs because closing OBC rank for NITs were around 4500-4900 for OBC candidates and this is for Home state quota candidates for some NITs like NIT Raipur, Patna and so on, so if you deserve Home state quota for any of them then you can definitely go for them otherwise you have very less chances for any of the NITs or any good college . So you have very less or almost no chances for any of the NITs or any good government colleges but yes you can go for some private colleges that offer Architecture course on the basis of class 12th score or on the basis of low score in JEE-Main.
