see first of all I want to correct you that CAT i.e common admission test is for Management program entrance test. this is not a design entrance test. so in case you are not interested for MBA, you would not need to appear for CAT.

Yes you can do double PGDM. But remember you can't do same degree at same time from same University. So if you complete your PGDM from any normal buisness school and want to join IIM after clearing CAT examination.. it's cool. You can do this for your better career
